Jane Preuss
Jane Preuss AICP Principal Planner and Certified Floodplain Manager
Jane Preuss AICP CFM is the managing partner for Planwest Partners Washington State office in Kirkland. Jane holds a Master’s Degree in Urban Planning from the University of Washington. Additional training included the PSMJ Project Management Bootcamp in 2003 and training for American Water Works Association-Certification Risk Assessment Methodology (RAM-W™). Jane is co-chairman with Brad Collins of the Safe Growth Task Force for the Washington State Chapter of the American Planning Association.
Current and recent project on which Jane has been working include the response to Hurricane Katrina and Rita Housing Recovery; Planwest is a subcontractor to Dewberry & Davis LLC under contract to FEMA. This project developed decision making criteria applicable to acquisition of temporary and long term housing sites. Another current project is for the City of Seattle Police Department to develop a comprehensive curriculum for elected/executive level officials in the Puget Sound Region to respond appropriately in the event of a terrorist incident. On this recently awarded project Planwest Partners is a subcontractor to ICF Consultants.
Jane works with private and public clients involved in property development to comply with entitlement requirements including land use, zoning and critical area interpretation, SEPA/NEPA and CEQA in California. SEPA projects include: Lewis County, Upper Cowlitz River Basin Flood Hazard Management Plan SEPA review Primark Corporation, MDNS for a 125 unit multi family apartment complex in Newcastle WA;. ST Corporation MDNS for reclamation of gravel pit, construction of a connector arterial, and platting for construction of 145 homes in Auburn WA. CEQA, projects include the Master Plan and Environmental Impact Report for Samoa Town Center in Eureka. and coordination of NEPA Compliance for the Milo Creek Containment System in Kellogg Idaho (for FEMA) that was funded by 6 agencies, each with slightly differing requirements for the EA.
Prior to joining Planwest Partners, Jane was a principal with GeoEngineers. In that capacity she was Principal Planner on numerous planning and entitlement projects which included multiple Comprehensive Hazard Mitigation Plans required by FEMA as a perquisite to receiving specified categories of post disaster aid. Plans included: City of Snoqualmie, City of Mercer Island, and Clallam County (participating partners: Forks, Port Angeles, Port of Port Angeles, Sequim, Jamestown S’Klallam Tribe, Olympic Medical Center, Peninsula College). Other projects included the Upper Cowlitz Flood Hazard Management Plan for Lewis County, Lower Quilcene River Comprehensive Flood Hazard Management Plan for Jefferson County, and the Colville River Watershed Plan, Stevens County, Water Resource Inventory Area (WRIA) 59. NEPA projects included two HUD funded HOPE VI projects, one for the Seattle Housing Authority, one for the King County Housing Authority; both were for development of mixed income multi use projects.
Jane has been Principal Planner for numerous Comprehensive Hazard Mitigation Plans which comply with requirements of the Disaster Mitigation Act of 2000 as implemented by the Department of Homeland Security. Jane’s professional affiliations and registrations include: American Institute of Certified Planners; American Planners Association; Earthquake Engineering Research Institute; American Geophysical Union; Association of State Floodplain Managers; and the International Tsunami Commission.
