Samoa Town Master Plan Master Environmental Impact Report
Planwest lead a team comprised of eight different consulting firms in the preparation of the Samoa Town Master Plan Environmental Impact Report for the Humboldt County Community Services Department. In conjunction with a major revitalization effort the Samoa Town Master Plan proposes a mix of residential, commercial, industrial, public facility, and open space on Humboldt Bay’s north spit. The town site is one of the few remaining company mill towns in the United States, with more than 100 historic structures. The Samoa Town Master Plan required a General Plan amendment, zone change and Local Coastal Program (LCP) amendment from the County of Humboldt, and an LCP amendment from the California Coastal Commission. Planwest leads an EIR team of eight firms, with expertise in biology, hydrology, health and safety hazards, transportation, noise, air quality, and geology.
To determine baseline conditions, the Planwest EIR team prepared the following studies: existing land uses; biological resources including wetlands and other environmentally sensitive habitat areas; traffic and circulation patterns; historic and cultural resources; areas of contamination; and areas of past tsunami inundation. During EIR preparation, review and certification, Planwest is coordinating with County staff, the applicant and their consultants, and state, local, and federal agencies.
